What's the version of Tensorflow that you are using? If you follow the procedure as mentioned in my blog, you ideally shouldn't have encountered this error.

I guess you are using Tensorflow 2.0 and downloading CUDA from September 2018 might solve your issue.

In the worst case, it would be wise to format the system and start the installation from scratch(that's how I do it, when things do not work out).
